国务院办公厅关于调整因公出国人员有关规定的通知(附英文)

为贯彻党的十三届四中全会精神，加强对国家限制进口物品的管理，制止滥派人员、团组出国，积极推进廉政建设，国务院决定对因公出国人员有关规定进行调整，现通知如下：
一、取消因公临时出国人员用人民币兑换少量自由外汇的规定。
二、取消因公出国人员每三个月可免税带进海关颁布的《出国人员带进物品限量表》内第四、五项物品各一件的规定，改为在外每满六个月（180天）可免税带进各一件，但不得超过规定的*6连续免税年限。
三、从1989年9月10日起，所有因公出国人员一律严格按本通知规定执行。
财政部、海关总署、外汇管理局要根据本通知的规定，制定相应的管理办法。

CIRCULAR OF THE GENERAL OFFICE OF THE STATE COUNCIL ONADJUSTMENT
OF THE PROVISIONS CONCERNING PERSONNEL SENT ABROAD ON OFFICIAL DUTY
(August 28, 1989)
The Circular is hereby issued concerning the decision of the State Council
to carry out adjustment of the provisionsconcerningpersonnelwhoare
sent abroad on official duty,inordertostrengthenthecontrolof
imported articles whose importation is under restriction by the state,to
check the indiscriminate sending of personnel and groupsabroad,andto
promote the development of an honest andincorruptibleatmosphereamong
government functionaries.
1. The existing provision shall be abolished which permits personnel to be
sent abroad on official duty to exchange a small amount of Renminbi (RMB)
for free foreign currencies.
2. The existing provision shall be abolished which permits personnelsent
abroad on official duty, to bring, every three months,intothecountry
from abroad duty-free a total of two articles, one selected fromCategory
4 and the other from Category 5 in "A Table of RestrictedQuantitiesfor
Articles to be Carried into the Country by the Personnel Going Abroad," as
promulgated by the Customs; the amendedprovisionsnowstipulatesthat
those who have been abroad for full six months (i.e. 180days)shallbe
permitted to bring into the country duty-free a total of two articles, one
from Category 4 and the other from Category 5, but the highestnumberof
years prescribed for this preferential treatment shall not be exceeded.
3. Beginning fromSeptember10,1989,allpersonnelsentabroadon
official duty shall have to act strictlyontheamendedprovisionsas
afore-mentioned in this Circular.
4. Corresponding administrative proceduresshallbeformulatedbythe
Ministry of Finance, the General Administration of Customs andtheState
Administration for Control of Foreign Currencies.
