国务院关于修改《中华人民共和国外国籍船舶航行长江水域管理规定》的批复(附英文)

你部《关于修改＜中华人民共和国外国籍船舶航行长江水域管理规定＞的请示》收悉。根据全国人民代表大会常务委员会关于批准长江南京港对外国籍船舶开放的决定，现批复如下：
一、同意你部将《中华人民共和国外国籍船舶航行长江水域管理规定》第三条修改为：“本规定所称长江水域，是指自浏河口下游的浏黑屋（北纬三十一度三十分五十二秒、东经一百二十一度十八分五十四秒）与崇明岛施翘河口下游的施信杆（北纬三十一度三十七分三十四秒、东经一百二十一度二十二分三十秒）联线沿长江向上至南京港中山码头上端（北纬三十二度五分二十二秒、东经一百一十八度四十三分四十秒）与三十七号码头上端（北纬三十二度五分一秒、东经一百一十八度四十二分六秒）的联线之间的干线水域。
本规定所称港口，系前款所指长江水域中对外国籍船舶开放的港口。”
二、修改后的《中华人民共和国外国籍船舶航行长江水域管理规定》的第三条，由你部适时发布。

　　OFFICIAL REPLY OF THE STATE COUNCIL CONCERNING THE AMENDING OF THE PROVISIONS OF THE PEOPLE'S REPUBLIC OF CHINA CONCERNING THE ADMINISTRATION OF VESSELS OF FOREIGN NATIONALITY NAVIGATING IN THE WATERS OF THE YANGTZE RIVER（February 6， 1986）
　　The Ministry of Communications：We are in receipt of your request concerning the amending of the Provisions of the People's Republic of China for the Administration of Vessels of Foreign Nationality Navigating in the Waters of the Yangtze River. The official reply is hereby given according to the decision of the Standing Committee of the National People's Congress concerning the approval of opening the Nanjing Harbour on the Yangtze River to vessels of foreign nationality：1. We agree to your proposed amendment of Article 3 of the Provisions of the People's Republic of China for the Administration of Vessels of Foreign Nationality Navigating in the Waters of the Yangtze River： "The Yangtze River waters as mentioned in these Provisions refer to the main course waters west of the line between Liuheiwu in the lower reaches of the Liuhekou River （north latitude 31x30'52"， east longitude 121x18'54"）
　　and Shixingan in the lower reaches of the Shiqiao River on the Chongming Island （north latitude 31x37'34" ， east longitude 121x22'30"） and east of the line between the western end of the Zhongshan Wharf in the Nanjing Harbour （north latitude 32x5'22" east longitude 118x43'40"） and the western end of No. 37 Wharf （north latitude 32x5'1"， east longitude 118x 42'6"）。 The harbours as mentioned in these Provisions refer to the harbours along the Yangtze River waters which are open to vessels of foreign nationality according to the provisions of the previous paragraph". 2. The amended Article 3 of the Provisions of the People's Republic of China for the Administration of Vessels of Foreign Nationality Navigating in the Waters of the Yangtze River shall be promulgated by your Ministry at an appropriate time.
